Arranging a China Pre-Shipment Inspection (PSI) only delivers tangible protection when 'inspection included' is translated into precise, measurable operational tasks. Cosmetic visual auditing, digital caliper metrology, and physical operational testing answer vastly different quality questions. Before launching QC, establish four contractual pillars: (1) what specific checkpoints to audit; (2) how many units to examine; (3) what numerical thresholds determine lot acceptance; and (4) how defects will be remedied.

With these four benchmarks locked down, the buyer can interpret formal QC inspection reports with absolute clarity—deciding with confidence which production lots can be released for international shipping, which require immediate factory rework, and which warrant management escalation.

1. Developing Inspection Checklists from End-User Scenarios & Functions

Identify the product and specification revision before listing the checks. Think about the conditions that would make the item unsuitable for its intended use. Surface appearance may be central to one product, while component fit matters more for another.

A requirement such as “no scratches” leaves questions about location and acceptance limits. Use written criteria with photographs or drawings of acceptable and unacceptable conditions. Identify who should answer questions when a finding falls outside the agreed examples.

2. Segregating Routine Visual QC from Destructive Laboratory Testing

Visual checks, measurements and brief operation checks have defined limits. Material analysis, extended durability testing and tests requiring dedicated equipment need their own purpose and method. They should not be silently assumed to form part of a basic inspection.

3. Inspection Coverage Allocation: 100% Full Inspection vs. AQL Sampling

A full inspection examines every designated unit for the agreed checks. A sampling inspection examines selected units from a defined lot. Neither approach establishes characteristics that were not checked.

Decide whether quantity reconciliation, appearance, measurement and operation need the same coverage. Consider order size, product variants, previous issues and the work required to open and repack the goods. Record the number of units to examine for each item.

For orders containing several colours or sizes, avoid coverage that only represents one variant. With sampling, agree on the lot boundaries, selection method and decision rules. The report should state the actual quantity examined so the buyer can understand the reach of its findings.

4. Pre-Inspection Audit of Production Readiness & Master Assets

Finished production does not always mean everything is ready for inspection. Missing accessories, labels or packaging may prevent checks on the complete product set. Confirm the available quantities and condition of the goods before arranging the work.

Provide the current specification, artwork and approved sample. Make the sample’s purpose clear and keep earlier prototypes separate. Leave room in the dispatch plan for reviewing findings and deciding on any necessary action.

5. Compiling Actionable Photographic Defect Evidence for Factory Negotiation

A defect record should identify the SKU, quantity examined, issue, number found and relevant carton or lot. Combine an overall photograph with a close-up. Add a measurement or comparison when it helps explain the difference from the agreed requirement.

Then consider the affected scope. Does the issue concern the identified units, or should products using the same component also be examined? Possible responses include sorting, repair, replacement, remanufacture or holding the affected goods. Confirm what is feasible and how each option affects cost and timing. Record the agreed responsibilities before additional work begins.

6. Re-Inspection of Corrective Rework & Formal Shipping Release Sign-Off

When a supplier reports that repairs are complete, agree on the quantity and method for checking the result. Connect that follow-up to the original finding. This separates resolved issues from those still awaiting a decision.

Before dispatch, distinguish goods approved for shipment from those on hold or still unchecked. Review any units added or components changed after inspection. Identify who makes the final decision about unresolved findings and which goods may leave.
